DESCRIPTION OF WORK

As the Capital and Debt Manager, you will collaborate with the Executive Leadership Team to ensure the long-term financial vision for the Governor’s Budget Office. This position is responsible, at a high level, for monitoring the Commonwealth sinking fund, bond fund cashflows, issuing debt, producing bureau sections of the Governor’s Executive Budget Book (Capital and Debt). Manage a team of two Capital and Debt Analysts. Work with analysts to facilitate components of the capital budget submission process, managing Commonwealth’s capital program by maintaining working relationships with managers in other agencies, monitor capital projects are accurately submitted for funding release, and ensuring compliance under the Continuing Disclosure Agreements.

Responsibilities also include assisting in the preparation of GO bond documents by participating in meetings with bond counsels, bond disclosure counsels, financial advisors, Director Bureau, and Budget Secretary.

Work Schedule and Additional Information:

  • Full-time employment.
  • Work hours are 8:00 am to 4:30 pm, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week telework, 2 days a week in the office. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg Pennsylvania.
  • Salary: In some cases, the starting salary may be non-negotiable.

Education/Skill Requirements
 

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four (4) year degree in relevant field such as accounting, finance, or public administration, and five (5) years of relevant public sector accounting experience; or
  • Any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
    • Master's degree. 
    • Prior experience in municipal debt management.

Additional Requirements:

  • Must possess a four-year degree in accounting, finance, or public administration.
  • Must possess a five or more years of public sector accounting experience. 
  • You must be able to perform essential job functions.
