FINANCE DIRECTOR or SENIOR ACCOUNTING MANAGER Needed Immediately!

Lycoming County Water and Sewer Authority, an independent operating water, wastewater, stormwater authority with approximately 8,500 customer accounts and a $7.0M budget, is accepting applications for Finance Director.  This position is a full-time salaried position responsible for completing, directing and managing the activities related to general accounting and business operations as well as manage day to day administrative functions with four (4) direct reports.  Essential duties include.

  • financial reporting and budgeting,
  • financial planning/analysis, rate setting,
  • customer service/billing,
  • capital planning/tracking,
  • business management & strategic planning, and
  • grant administration and money management.

The Finance Director is an executive management team member reporting to the Executive Director and to the Board.

The successful candidate must demonstrate the ability to plan, organize, prioritize, coordinate, assign, evaluate, complete and manage their work, the work of staff, auditors, and outside consultants. Excellent computer and software skills with a focus on advanced Excel knowledge is required. Fund accounting, utility experience, and/or cost accounting background is a plus! Successful candidate must be professional in dealing with customers, have excellent verbal and written communications skills, and be team oriented.  The position requires a background check, drug testing and a valid driver's license.

Salary range is $90,000 - $105,000 and is dependent on education, progressive successful work history, proven reliability in managing higher level responsibilities, supervisory/team building skills, and strategic planning & business management experience.  Excellent comprehensive benefits package!
