This session will cover several topics:
Jamie Schlesinger from PFM and Matt Conlin from PLGIT will share their knowledge of how thousands of municipal investors in Pennsylvania and nationally manage and invest fund balances including financial policies, GFOA guidance, and a discussion of how future capital needs will dictate investing. Along with planning for this budget year, the speakers will explore ways to plan for future capital needs for your municipality and modeling impacts of capital spending in future budget years.
Teena Curnow will provide an update on how the implementation of GASB 87 – Leases will impact how and when you will record, classify, and report any leases your municipality approves or currently has in place.

- Jamie SchlesingerDirector/PFM (Malvern Office)Jamie joined PFM’s financial advisory practice in 2013, but has served as a financial advisor since 1999. Jamie’s concentration is local governments in Pennsylvania, New Jersey and Delaware. Jamie works with over 100 municipalities, authorities, school districts, community colleges and counties. His experience includes capital planning and structuring tax-exempt and taxable bond issues, bank loans and bond pools, as well as best practices in policy development and multi-year financial planning.
- Matt ConlinSenior Analyst/PFM (Harrisburg Office)Matt joined PFM in 2013 and currently provides investment advisory solutions to municipal and school clients in Central PA. Matt primarily works an overall relationship role with investors in PLGIT, bringing a depth of detailed knowledge in daily financial operations from his former service role in PLGIT’s Client Services Group. Matt previously worked for the Commonwealth of Pennsylvania in the Department of Community and Economic Development as an analyst.
- Teena CurnowAudit Supervisor/SEK CPA's & AdvisorsTeena has over 15 years of experience. She supervises 28 local government audits each year, including school districts and municipalities. Teena is an instructor for SEK's in-house training programs on governmental accounting and a presenter at SEK's annual governmental training seminar. She also trains and mentors SEK staff.
